California and Federal Home Energy Assistance in 2026: A Homeowner's Starting Guide

A practical guide to federal bill assistance, California weatherization, income-qualified solar and utility-specific discounts.

California and Federal Home Energy Assistance in 2026: A Homeowner's Starting Guide — homeowner solar guide

Choose the right help for your situation

Households often hear the terms rebate, subsidy, grant, discount and no-cost solar used interchangeably. They are different. A bill-relief benefit may be paid to the utility, a weatherization program may install efficiency improvements, and a solar incentive may require property-specific approval.

Start with four facts: the electric utility on your bill, household size and income, ownership or tenancy, and whether your priority is immediate bill relief, permanent efficiency improvements or a new solar system.

Federal assistance: LIHEAP

LIHEAP is federally funded but delivered through state and local agencies. In California it may provide a one-time benefit for heating or cooling bills and crisis assistance, subject to funding and local prioritization.

The California Department of Community Services and Development maintains current income guidance and service-provider lookup tools. Use its official application route; a program's availability may change even within the same year.

California weatherization and solar programs

California's Low-Income Weatherization Program can support qualified residents with energy efficiency upgrades and solar PV services. The type and availability of assistance depend on service providers, funding and qualifying housing situations.

CPUC-related offerings include DAC-SASH for eligible owner-occupied single-family households in designated communities within applicable investor-owned utility territories. Other programs, such as SGIP pathways, have separate requirements. Do not assume the same program operates for LADWP and SCE customers.

Utility-specific programs matter

LADWP publishes EZ-SAVE and other utility assistance options. Customers served by investor-owned utilities should review applicable CARE, FERA and energy efficiency programs from their own providers, along with state program guidance.

Check whether the electric service is supplied by a utility or community choice provider and whether an incentive is a rate discount, one-time grant or equipment program. Read funding status directly from the administrator.

A safe order of operations

If there is an urgent unpaid bill, contact the utility and local assistance administrator first. Next assess income-based ongoing discounts, then low-cost weatherization, and only then assess solar equipment if appropriate for the residence.

Compare verified application requirements, deadlines and written commitments. Never hand over an account password to an advertiser, and avoid claims promising universal government-funded panels or guaranteed bill elimination.

Choose help in the right order

If a shutoff notice or overdue utility bill exists, contact the utility and the California LIHEAP service provider promptly. Next review ongoing discounts from the serving utility; then consider weatherization and only afterward a solar proposal if relevant to the property.

LIHEAP's HEAP benefit, crisis intervention and weatherization are distinct services. California CSD notes limited funding and local prioritization, so an eligible household is not guaranteed an award. Keep official program contacts and written application outcomes.

LIHEAP is a federally funded program administered through state and local agencies. California's Department of Community Services and Development provides state-level program information and local-provider guidance.

What is the difference between weatherization and solar assistance?

Weatherization generally targets reduced household energy use through efficiency measures. Solar assistance concerns generating electricity, usually subject to separate property, utility and funding requirements.

Can a homeowner receive assistance without installing panels?
