Check for senior or disability utility relief
Who should check this program?
The Office of Finance administers this City of Los Angeles utility-relief pathway. Its current page and July 2026 application require a residential service address in the City, utilities in the applicant's name, and either age 62 or older or a qualifying disability. The prior-calendar-year combined household adjusted gross income must be less than $66,650. The form's utility-tax payment condition also applies.
Do not substitute EZ-SAVE's gross-income table. This is also separate from phone or broadband LifeLine. If your income or account arrangement is unusual, ask the administrator which rules apply rather than assuming another program's approval carries over.
Prepare a complete packet
Use the current official checklist. It requires the full LADWP bill with matching applicant and service-address information, relevant other utility bills, household income evidence and age or disability evidence. The form specifies acceptable records; not all documents used by other programs are interchangeable.
Read the current checklist for the exact evidence required from each household member. The disability pathway calls for the physician certification described in the form. Send records only through the administrator's official channels; this independent guide does not collect applications or personal documents.
Apply and retain your records
The Office of Finance lists mail, email, fax and appointment-based in-person submission. Check its latest instructions before sending or traveling. Program questions: 844-663-4411. Questions about the DWP rate: 800-342-5397. Keep a copy, submission date and any confirmation.
If documents are returned or more information is requested, ask how to complete the existing case. Check before sending another packet that might be treated as a duplicate.
After approval or a move
The July 2026 application says the DWP discount takes effect with the first full billing period after DWP receives the approved application. It describes eligibility review every two years and requires a new application within 90 days of a name or address change, including an apartment change in the same building.
Check the relevant bill lines after approval. A lower total can also reflect consumption or billing-period changes. This guide does not promise one universal percentage or dollar discount.
If you need other help
A pending application does not establish debt forgiveness or a payment extension. Discuss overdue bills with LADWP separately. If you do not qualify, check EZ-SAVE, medical allowances and LIHEAP. HEIP and weatherization concern home improvements and have their own assessments.
The official panel provides the current application, Spanish form and large-print option. Use the administrator's instructions if any requirements change.
