Start here for possible bill-payment help

LADWP describes possible assistance up to $1,500, with the actual benefit determined locally. An adult household member may apply even if their name is not on the bill. CSD reports continuing federal funding for Federal Fiscal Year 2027, with approximately $213.4 million received as of October 9, 2026. Statewide funding does not confirm an individual provider's remaining funds or a household award; contact the assigned provider about intake.

Apply: Use CSD's service finder for the address. Ask the assigned provider for current income and documentation requirements, whether intake is open, and how to handle an urgent shutoff notice. Submit the requested household and bill records. An application alone should not be treated as confirmation that a payment deadline is suspended.

LADWP lists Maravilla for the San Fernando Valley, Northeast LA and East LA (323-721-4162 / 800-906-4651), PACE for West/Central/South LA (current Energy contact: 213-353-3982, PACE Energy ↗), and LBCAP for the Harbor area (888-351-4061). Verify the actual address assignment.

Choose the local provider before gathering documents

LIHEAP is the funding program; a local agency handles the household application. Begin with CSD's address-based service finder, even if a nearby organization has a familiar name. Mailing a complete packet to an agency that does not serve the address can still leave the household waiting for the right intake route.

LADWP identifies Maravilla for much of the Valley and PACE for other Los Angeles areas, but those regional descriptions are a starting point. Use the current provider map and the agency's own service-area instructions for the actual residence. Check the utility bill type as well as geography.

Build one readable application packet

Ask the assigned provider for its current checklist before sending records. A practical preparation folder can hold the application, all requested pages of the energy bills, the notice if service is threatened, household-income records for the specified period, and any requested identity or housing documentation. Only the administrator can determine the complete list.

Make the pages legible and make sure dates and names are consistent. If an adult has no income, the account holder differs from the applicant, or the household's situation has changed, ask which declaration or consent the provider needs. Explain the situation through its official process instead of leaving a required field blank.

A shutoff notice needs a separate conversation

Tell the utility and provider the exact notice date and service deadline. Ask what immediate action is available and whether a payment arrangement or extension has actually been approved. A submitted assistance application is not proof that the utility has agreed to stop collections or keep service connected.

Keep a record of the person or office contacted, the date, and the response. If you are asked to provide missing documents, use the application identifier so they can be matched to the existing case. Avoid treating another household's processing time as a deadline the agency has guaranteed for yours.

Understand the decision and the next route

An award, when approved, should be checked against the energy account and the agency's determination. Distinguish an application acknowledgment, a request for more information, an approval and a credit actually posted to the bill. These are separate stages.

If assistance is unavailable, ask why: service area, incomplete information, eligibility and exhausted funding require different next steps. Ask about weatherization separately and review the utility's recurring discounts. A prior-year benefit is useful history, but it does not establish a current-year award.
