This is the separate building-level HEIP route. LADWP assesses qualifying units and identifies appropriate improvements. Managers applying for an owner must supply a management agreement or written authorization.
Apply: Download and complete the application; submit by the listed mail/email route, retaining a copy. LADWP then schedules intake and explains unit eligibility and assessment. Tenants should share this route with the person authorized to approve building work.
