LADWP vs. SCE: why your electric utility changes the solar and battery math

Homes in greater Los Angeles can be subject to very different solar billing rules depending on the electric utility serving the meter. That distinction matters more than a ZIP code alone: utility boundaries do not always follow postal boundaries, so the utility shown on the actual bill should be confirmed before a homeowner relies on any solar savings model.

Investor-owned utility whose new qualifying solar customers use the CPUC Net Billing Tariff through SCE's Solar Billing Plan.

LADWP uses its own net-metering framework

LADWP is not an investor-owned utility under the CPUC Net Billing Tariff. It publishes its own Net Energy Metering documents and solar-program rules. That does not mean every exported kWh should be described as a guaranteed “1:1 cash credit”; billing treatment depends on the applicable LADWP tariff and account. Homeowners should use the current LADWP documents rather than assuming SCE rules apply inside Los Angeles.

Decode the utility before sizing the system

Use the electric bill and service address to confirm the provider first. Then compare annual kWh, seasonal usage, likely future loads, roof constraints and current utility rules.

SCE’s Solar Billing Plan rewards timing differently

For qualifying new SCE solar customers, exported energy earns time-varying Energy Export Credits under the Solar Billing Plan. Solar Billing Plan customers are on TOU-D-PRIME, and SCE notes that rates are often higher on summer weekdays from 4–9 p.m. Storage can improve self-consumption and shift energy to more valuable hours, but SCE does not require every rooftop-solar customer to install a battery.

Monitoring and connectivity

Internet service can support inverter and battery monitoring, alerts and remote controls. Treat connectivity as a smart-home convenience and management layer—not as proof that a solar system requires broadband to generate electricity.
